Amend CSHB 2641 as follows:
      (1) On page 4, line 6, after "531.0055" add "and Section
531.0056".
      (2) On page 7, at the end of Section 2.01, and before Section
2.02, add the following:
            Sec. 531.0056.  AUTHORITY OVER RULEMAKING AT HEALTH AND
HUMAN SERVICES AGENCY.  (a) Notwithstanding any other law, a health
and human services agency may not adopt a rule before the rule has
been approved by the commissioner.  A rule adopted in violation of
this section is void.
            (b) The commissioner may waive the requirement of this
section as necessary to permit emergency rulemaking in accordance
with Section 2001.034.
