Amend HB 2793 (House committee report) as follows:
      (1)  On page 2, line 9, strike "601.444, 601.445, and
601.446" and substitute "601.446, 601.447, and 601.448".
      (2)  On page 2, line 19, strike "601.444" and substitute
"601.446".
      (3)  On page 2, lines 25 and 26, strike "may direct that the
designated agent mail a" and substitute "or its designated agent
shall mail a warning"
      (4)  On page 3, strike lines 14-17, and substitute the
following:
      (c)  A warning notice under this section must inform the
owner that the owner is not in compliance with Section 601.051 and
that the owner's motor vehicle registration shall be suspended on
the 45th day after the date on which the warning notice was  mailed
unless the owner complies with the requirements described by
Subsection (d) for deferral of the suspension.
      (d)  A warning notice must inform the owner that the
suspension of the owner's registration shall be deferred if, not
later than the 45th day after the date of the mailing of the
warning notice, the owner establishes financial responsibility as
prescribed by this section and the department.
      (5)  On page 3, between lines 17 and 18, insert the following
new Sections and renumber Sections 601.444-601.451, Transportation
Code, as added by the bill, appropriately:
      Sec. 601.444. SUSPENSION; REINSTATEMENT; EXCEPTION. (a) If an
owner of a motor vehicle fails to respond to a warning notice
within the period prescribed under Section 601.443, the Texas
Department of Transportation shall suspend the owner's motor
vehicle registration.
      (b)  Except as provided by Subsection (c), the Texas
Department of Transportation shall reinstate a vehicle registration
suspended under this section if the owner of the  vehicle pays a
$100 fee and submits proof of financial responsibility as
prescribed by the Texas Department of Transportation.
      (c)  If a person has previously had a vehicle registration
suspended under this section, the Texas Department of
Transportation shall reinstate a vehicle registration suspended
under this section not later than the 120th day after the date the
owner pays a fee and submits proof as provided by Subsection (b).
      Sec. 601.445. DISPOSITION OF FEES. (a) Except as provided by
Subsection (b), revenue from fees collected under this subchapter
may be appropriated only to the department and the Texas Department
of Transportation for administering this subchapter.
      (b)  The amount of revenue from fees collected under this
subchapter that exceeds the costs of administering this subchapter
may be appropriated for any governmental purpose.
      (6)  On page 4, strike line 23, and substitute the following:
