Amend HB 3144 by adding a new section, numbered
appropriately, to read as follows:
      SECTION ____.  Subchapter C, Chapter 361, Health and Safety
Code, is amended by adding Section 361.117 to read as follows:
      Sec. 361.117.  PERMIT FOR LAND APPLICATION OF SEWAGE SLUDGE.
A person may not conduct land application of sewage sludge unless
the person has a permit issued by the commission.  The commission
by rule shall require a contested case hearing for each application
for a permit to conduct land application of sewage sludge.
