Amend HB 3517 as follows:
      (1)  On page 11, line 35, insert the following after
"placement" and before the period:  ", subject to an express

      (2)  On page 15, line 42, insert the following after
"placement" and before the period:  ", subject to an express
appropriation of funds for the purpose"
