Amend HB 3582 by adding a new SECTION to the bill to be
numbered appropriately to read as follows:
      SECTION ____.  The changes in law made by this Act to
Sections 53.001 and 53.065, Natural Resources Code, do not affect a
lease for the exploration and production by surface mining of coal,
lignite, potash, sulphur, thorium, or uranium that is not within
all or part of a survey previously sold with all minerals reserved
to the state.
