Amend CSHB 3696 as follows:
      On page 1, lines 9 through 11, delete "with the prior written
consent of the commissioner. The commissioner may not withhold the
consent unreasonably" and insert "The liability of the transferor
to properly discharge its obligations under the lease, including
properly plugging abandoned wells, removing platforms or pipelines,
or remediation of contamination at drill sites shall pass to the
transferee upon prior written consent of the commissioner. The
commissioner may not withhold the consent unreasonably."
      On page 1, lines 14 through 16, delete ", including the
obligations to properly plug abandoned wells, remove platforms or
pipelines, or remediate contamination at drill sites. The
commissioner" and insert the word "and".
