      Amend CSSB 4 by adding the following new SECTION
appropriately numbered at the end of ARTICLE 1 of the bill:
      SECTION 1._____.  Not later than November 1, 2000, the
commissioner of education shall develop a plan to address the
recruitment and retention of certified classroom teachers,
including proposals for incentive awards that are most effective at
recruiting and retaining certified classroom teachers.
