Amend CSSB 4, between SECTIONS 32 and 33 of the bill
(committee report, page 15, between lines 55 and 56), by inserting
the following new SECTION, appropriately numbered, and renumbering
the subsequent SECTIONS of the bill accordingly:
      SECTION ____. (a)  If, on or after April 27, 1999, the
comptroller of public accounts finds that for the fiscal biennium
ending August 31, 1999, or the fiscal biennium ending August 31,
2001, the revenue estimated to be available from the undedicated
portion of the general revenue fund is greater than the
corresponding amount estimated by the comptroller before April 27,
1999, the increase in the estimated revenue shall be used as
follows:
            (1)  not less than 40 percent of the increase in the
estimated revenue shall be used for increasing minimum salaries for
classroom teachers and full-time librarians in an amount greater
than the increase under Section 21.402, Education Code, as amended
by this Act, or under Section 20 of this Act and may be delivered
to school districts by increasing:
                  (A)  the basic allotment under Section 42.101,
Education Code, as amended by this Act; or
                  (B)  the guaranteed level of state and local
funds under Section 42.302, Education Code, as amended by this Act;
            (2)  not more than 40 percent of the increase in the
estimated revenue shall be used for increasing appropriations to
institutions of higher education that are made in the manner
provided by Section 61.059, Education Code; and
            (3)  not more than 20 percent of the increase in the
estimated revenue shall be used for school ad valorem tax relief or
other tax relief as determined by the legislature.
      (b)  The legislature shall, in H.B. No. 1, Acts of the 76th
Legislature, Regular Session, 1999, or other appropriate
legislation, make appropriations consistent with Subsection (a) of
this section.
