Amend SECTION 5 of CSSB 89 in 43.0545(e) by adding the
following language after the word "distance":
      "unless the area is being annexed by a municipality of
350,000 or less that borders the Gulf of Mexico and the area being
annexed includes land in addition to a road, highway, river, lake
or other body of water."
