Amend CSSB 89 in SECTION 6 of the bill, by striking Section
43.056(f)(3), Local Government Code (Committee Printing page 6,
lines 26-30), and substituting the following:
      (3)  provide <fewer> services <or lower levels of services>
in the area in a manner that would result in fire and police
protection and emergency medical services to not be provided at
substantially the same level within the corporate boundaries of the
municipality before annexation.
