Amend SB 142, on third reading, in SECTION 1 of the bill, in
amended Section 16.323(c), Water Code, as follows:
      (1)  In Subdivision (1), immediately following "more;",
strike "or".
      (2)  In Subdivision (2), between "more" and the period,
insert the following:
            ; or
            (3)  has a population of 270,000 or more and is
adjacent to two or more counties each of which has a population of
one million or more
