Amend CSSB 370 by adding the following appropriately numbered
SECTION to the bill and by renumbering existing SECTIONS of the
bill accordingly:
      SECTION ___.  (a)  Section 411.183(b), Government Code, is
amended to read as follows:
      (b)  A renewed license expires on the license holder's
birthdate, five <four> years after the date of the expiration of
the previous license.
      (b)  Section 411.185, Government Code, is amended by amending
Subsection (a) and adding Subsections (e) and (f) to read as
follows:
      (a)  To renew a license, a license holder must:
            (1)  complete a continuing education course in handgun
proficiency under Section 411.188(c) not more than six months
before the date of application for renewal;
            (2)  obtain a handgun proficiency certificate under
Section 411.189 not more than six months before the date of
application for renewal; and
            (3)  submit to the department:
                  (A)  an application for renewal on a form
provided by the department;
                  (B)  a copy of the handgun proficiency
certificate;
                  (C)  payment of a nonrefundable renewal fee as
set by the department; and
                  (D)  two recent color passport photographs of the
applicant, except as provided by Subsection (e).
      (e)  The director shall establish a procedure by which a
person may renew the person's license to carry a concealed handgun
by reporting in person to the location designated by the department
as the location for a person to obtain an original driver's license
issued by the department.  An applicant for renewal of a license to
carry a concealed handgun under this subsection must comply with
each requirement of Subsection (a), except that an applicant who at
the time of renewing a license under this subsection submits to the
taking of a driver's license photograph is not required to submit a
passport photograph to the department.
      (f)  A license holder is not required to sign the application
form described by Subsection (a)(3)(A) before a notary public or
other official authorized to administer oaths.
      (c)  The change in law made by this section to Section
411.183(b), Government Code, applies only to a license renewed on
or after September 1, 1999.  The director of the Department of
Public Safety shall establish the procedure required by Section
411.185(e), Government Code, as added by this section, not later
than January 1, 2000.
