Amend CSSB 370 by inserting the following appropriately
numbered SECTIONS to the bill and renumbering the existing SECTIONS
of the bill appropriately:
      SECTION _____.  Sections 411.003 (b) and (c), Government
Code, are amended to read as follows:
      (b) The commission is composed of five <three> citizens of
this state appointed by the governor with the advice and consent of
the senate.  Members must be selected because of their peculiar
qualifications for the position.  Appointments to the commission
shall be made without the regard to race, color, disability, sex,
religion, age, or national origin.  In making an appointment the
governor shall consider, among other things, the person's knowledge
of laws, experience in the enforcement of law, honesty, integrity,
education, training, and executive ability.
      (c) Members serve staggered six-year terms, with the terms
<term> of two members <one member> expiring January 1 of every
third <each> even-numbered year, the terms of two members expiring
January 1 of every third even-numbered year, and the term of one
member expiring January 1 of every third even-numbered year, in
accordance with Section 30a, Article XVI, Texas Constitution.
      SECTION _____.  (a) As soon as possible after the effective
date of this Act, the governor shall appoint two new members to the
Public Safety Commission as prescribed by Section 411.003,
Government Code, as amended by this Act.  The governor shall
designate one member to serve a term expiring January 1, 2002, and
one member to serve a term expiring January 1, 2004.  Until all
members appointed under this section have taken office, a quorum of
the Public Safety Commission is a majority of the number of members
who have taken office.
      (b) The change in law made by this Act to Sections 411.003
(b) and (c), Government Code, is effective only if House Joint
Resolution 29, 76th Legislature, Regular Session, 1999, is approved
by the voters.  If that resolution is not approved by the voters,
the change in law made by this Act to Sections 411.003 (b) and (c)
does not take effect.
