Amend CSSB 370 by adding the following appropriately numbered
SECTION and renumbering existing SECTIONS of the bill accordingly:
      SECTION _____.  Section 521.142, Transportation Code, is
amended by amending Subsection (b) and adding Subsection (g) to
read as follows:
      (b) The application must include <:
            (1) the thumbprints of the applicant or, if thumbprints
cannot be taken, the index fingerprints of the applicant; and
            (2)> a brief description of the applicant.
      (g) The department may not require an applicant to provide an
image of the applicant's thumb or finger with an application.  The
department may not obtain an image of an applicant's thumb or
finger unless the department obtains the applicant's consent to
provide the image on a form that describes the purposes for which
the image may be used by the department.
