Amend SB 374 by striking SECTION 1.20 of the bill (House
Committee Printing, page 22, line 20, through page 23, line 13) and
substituting the following:
      SECTION 1.20.  (a)  The Health and Human Services Commission
shall study the feasibility of a subacute care pilot project.  The
Texas Department of Human Services and the Texas Department of
Health shall cooperate with and assist the commission in this
study.  In conducting the study, the commission shall consider:
            (1)  estimates of the potential fiscal impact,
including the potential to save money;
            (2)  the impact of subacute care on quality of care;
            (3)  reimbursement under the state's reimbursement and
regulatory policies;
            (4)  the capacity of facilities in this state to
provide subacute care; and
            (5)  the impact of subacute care reimbursement on
Medicaid, including managed care initiatives.
      (b)  Not later than September 1, 2000, the Health and Human
Services Commission shall submit a report on the feasibility of a
subacute care pilot project to the governor, lieutenant governor,
speaker of the house of representatives, and chair of each
legislative committee with jurisdiction over long-term care.
      (c)  This section expires September 1, 2001.
