Amend CSSB 445 as follows:
      (1)  In Section 62.056(c), as added by SECTION 1 of the bill,
in the second sentence (page 7, lines 23-24, house committee
printing), strike "award the contracts in a manner that encourages"
and substitute "procure the contracts through a process designed by
the commission to encourage".
      (2)  In Section 62.155(a), as added by SECTION 1 of the bill,
in the first sentence (page 16, lines 10-11, house committee
printing), strike "open enrollment or a competitive bid process"
and substitute "a competitive procurement process".
