Amend SB 717, Senate committee printing, as follows:
      1.  In SECTION 2 of the bill, on page 1, strike line 38 and
substitute the following:
      SECTION 2.  (a)  This Act takes effect September 1, 1999, and
is repealed on September 1, 2003.
      2.  In SECTION 2 of the bill, on page 1, line 41, insert the
following between the word "Act" and the period:
      ", but not to an action filed on or after September 1,
2003"
