Amend CSSB 974 as follows:
      1)  On page 2, line 18 strike "and"
      2)  On page 2, line 21 between "governor" and the period
insert "; and"
      3)  On page 2, line 22 insert a new subsection (4) to read as
follows:
            (4)  three public members, appointed by the governor
