Amend CSSB 1272 in SECTION 3 of the bill, in added Section
83.014, Parks and Wildlife Code (committee printing page 3, lines
11-15), by striking Subsection (a) and substituting the following:
      (a)  A governmental entity may not impose a regulation, rule,
or ordinance related to endangered species unless the regulation,
rule, or ordinance:
            (1)  relates to the operation or management of a
habitat preserve owned by or on behalf of a plan participant; or
            (2)  relates to or imposes restrictions on groundwater
withdrawals.
