DIGEST 

Currently, the secretary or clerk of a municipality cannot administer oaths
and give certificates of fact to individuals who seek elected office.  H.B.
57 authorizes the secretary or clerk of a municipality to administer an
oath and give a certificate in a matter pertaining to official municipality
business. 
 
PURPOSE

As proposed, H.B. 57 authorizes the secretary or clerk of a municipality to
administer an oath and give a certificate in a matter pertaining to
official municipality business. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 602.002, Government Code, to authorize the
secretary or clerk of a municipality to administer an oath and give a
certificate in a matter pertaining to official municipality business.
Makes conforming changes. 

SECTION 2.  Emergency clause.
  Effective date:  upon passage.
