DIGEST 

Currently, Texas law makes certain persons ineligible to serve on an
appraisal review board. C.S.H.B. 79 would make certain persons ineligible
to serve on an appraisal review board.  

PURPOSE

As proposed, C.S.H.B. 79 regulates the eligibility of a person to serve on
an appraisal review board.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 6.41(c), Tax Code, to delete text regarding the
ineligibility of a person to serve on the appraisal board of directors.  

SECTION 2. Amends Section 6.412, Tax Code, by amending Subsection (c) and
adding Subsections (d) and (e), to provide that certain persons are
ineligible to serve on the appraisal review board.   

SECTION 4. Emergency clause.
                     Effective date: upon passage. 

SUMMARY OF COMMITTEE CHANGES

SECTION 1. 

Amends Section 6.41(c), Tax Code, to delete text regarding the
ineligibility of a person to serve on the appraisal board of directors.
Deletes proposed changes regarding a county with a population of 125,000. 

SECTION 2. 

Amends Section 6.412, Tax Code, by amending Subsection (c) and adding
Subsections (d) and (e), to provide that certain persons are ineligible to
serve on the appraisal review board. Deletes proposed repealer.  

SECTION 3. 

Amends SECTION 3 to provide emergency clause and effective date. Deletes
prospective clause.
