SRC-DPW H.B. 88 76(R) BILL ANALYSIS Senate Research Center H.B. 88 76R1288 PAM-DBy: Gutierrez (Duncan) Criminal Justice 4/23/1999 Engrossed DIGEST Currently, Texas law authorizes a commissioners court of a county to donate money to a "crime stoppers organization" for use of rewards distributed by that group, while members of certain crime prevention organizations cannot accept such donations. This bill would allow a commissioners court to donate money to a crime prevention organization as well as a crime stoppers organization for the purpose of administering crime prevention programs. PURPOSE As proposed, H.B. 88 permits a county to donate money to certain crime prevention organizations. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 351.901, Local Government Code, as follows: Sec. 351.901. New heading: DONATION TO CERTAIN CRIME STOPPERS AND CRIME PREVENTION ORGANIZATIONS. Redefines "crime stoppers organization" and defines "crime prevention organization." Authorizes a commissioners court of a county to donate money to one or more crime stoppers or prevention organizations for expenditure by the organizations to meet the goals identified in Subsection (a), rather than for rewards. SECTION 2.Emergency clause. Effective date: upon passage.
