HBA-SEB H.B. 88 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 88 By: Gutierrez County Affairs 2/8/1999 Introduced BACKGROUND AND PURPOSE Under current law, the commissioners court of a county may donate money to a "crime stoppers organization" for use as rewards distributed by that group, while members of certain crime prevention organizations cannot accept such donations. H.B. 88 allows the commissioners court of a county to donate money to a crime prevention organization as well as a crime stoppers organization for the purpose of administering crime prevention programs. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 351.901, Local Government Code, as follows: Sec. 351.901. New title: DONATION TO CERTAIN CRIME STOPPERS AND CRIME PREVENTION ORGANIZATIONS. Defines "crime prevention organization." Specifies that crime stoppers or crime prevention organizations use donations from the commissioners court of a county in order to meet the goals outlined in Subsection (a), such as providing crime prevention and education to the community, rather than simply for rewards. Makes conforming and nonsubstantive changes. SECTION 2. Emergency clause. Effective date: upon passage.
