HBA-MPM H.B. 100 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 100 By: Howard Judicial Affairs 4/5/1999 Introduced BACKGROUND AND PURPOSE Fort Bend County, population 225, 241 in the 1990 census, has fewer district courts than many Texas counties with similar populations. At an August 1998 meeting of the Board of District Judges of Fort Bend County, Texas, it was determined that the county's caseload and public need necessitated two additional general jurisdiction district courts. H.B. 100 creates the 391st and 393rd Judicial Districts (Fort Bend County) to conform with the board's decision. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Sections 24.536 and 24.538, as follows: Sec. 24.536. 391ST JUDICIAL DISTRICT (FORT BEND COUNTY). Establishes the 391st Judicial District, which is composed of Fort Bend County. Sec. 24.538. 393RD JUDICIAL DISTRICT (FORT BEND COUNTY). Establishes the 393rd Judicial District, which is composed of Fort Bend County. Requires this district to give preference to family law cases. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
