BACKGROUND AND PURPOSE

Currently, a school district is not required to keep school buildings open
after school or on the weekends. H.B. 184 requires the board of trustees
of a school district to adopt rules to keep school buildings in the
district open to the public for recreational activities, tutoring, and
library services during those times by requiring school facilities to be
open a minimum of two hours each evening and five hours a day on the
weekends, with supervision to be provided by volunteers.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
