DIGEST 

Currently, speed limits on state roads are allowed to be extended only to a
private subdivision of at least 400 residents.  Current law does not allow
the extension of speed restrictions even if the amount of traffic generated
by two subdivisions adjacent to a state road, would seem to justify such a
restriction.  H.B. 434 would allow speed restrictions in adjacent private
subdivisions with an accumulative minimum population  of 400 residents. 

PURPOSE

As proposed, H.B. 434 expands the authority of certain property owners to
petition for speed restrictions in subdivisions. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 542.006(a), Transportation Code, to authorize
certain individuals to petition for speed restrictions across adjacent
subdivisions if specific qualifications regarding the population of the
subdivision are met.  Deletes text regarding a single subdivision's
population. 

SECTION 2.Emergency clause.
  Effective date:  upon passage.
