SRC-JBJ H.B. 510 76(R) BILL ANALYSIS Senate Research Center H.B. 510 76R1212 LJR-DBy: Hartnett (Cain) State Affairs 4/27/1999 Engrossed DIGEST Currently, on the Commission on Uniform State Laws (commission) promotes uniformity in state laws through the work of commissioners sent by Texas and other states to the National Conference on Uniform State Laws (NCUSL). If the NCUSL adopts a new uniform law, the commissioners present the proposed uniform law to their respective legislators for adoption. The commissioners are scholars, professionals in the legal profession, and individuals with a demonstrated commitment to uniformity in state laws. Texans who have been elected to lifetime membership by the NCUSL serve a lifetime membership on the commission. H.B. 510 would expand the number of persons who automatically become life members on the commission to include any person who has at least 15 years of service as a member of the commission and at least five years of combined service as a judge or justice of a trial or appellate court of this state. PURPOSE As proposed, H.B. 510 expands lifetime membership on the Commission on Uniform State Laws to certain judges and justices who have accrued at least 15 years of service on the commission. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 762.003(a), Government Code, to provide that the Commission on Uniform State Laws is composed of certain residents who have at least 15 years of service as a member of the commission and at least five years of combined service as a judge or justice of a trial or appellate court of this state. SECTION 2.Emergency clause. Effective date: upon passage.
