All-terrain vehicles are subject to this optional $10 fee, but the state law prohibits the operation of an all-terrain vehicle on public roads and bridges. This bill would exempt all-terrain vehicles from the optional $10 county road and bridge fee. PURPOSE As proposed, H.B. 523 exempts all-terrain vehicles from the optional $10 county road and bridge fee. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.006, Transportation Code, by adding Subsection (e), to provide that Section 502.172 does not apply to an all-terrain vehicle. SECTION 2. Emergency clause. Effective date: upon passage.
