DIGEST

Currently, Texas law prohibits the executive director of the Texas Lottery
Commission (commission) from awarding a contract related to lottery
operations to an individual who would be denied a sales agent license.
Also, a member, officer, or employee of a person who contracts with the
commission is prohibited from purchasing a lottery ticket and from
claiming, collecting, or receiving a lottery prize even if the employee is
not directly involved in the subject of the contract with the commission.
This bill would authorize the executive director to award a contract to a
person for the purpose of conducting a promotional event and prohibit a
member, officer, or employee of a contractor from participating in the
Texas Lottery only if the employee is directly involved in performing the
services that are the subject of the contract with the commission.

PURPOSE

As proposed, H.B. 550 sets forth eligibility criteria for persons to enter
into a lottery contract or to purchase a lottery ticket or receive a
lottery prize.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
