DIGEST 

Currently, every male between the ages of 18 and 26 residing in the United
States, other than persons granted nonimmigrant status, is required to
register with the selective service system.  This bill would prohibit state
agencies from employing persons who are unable to present proof of
selective service registration or exemption.  

PURPOSE

As proposed, H.B. 558 prohibits state agencies from employing persons who
are unable to present proof of selective service registration or exemption.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 651, Government Code, by adding Section 651.005,
as follows: 

Sec. 651.005. REQUIREMENT OF SELECTIVE SERVICE REGISTRATION.  Prohibits an
agency in any branch of state government from hiring a person who is
required by federal law to register with the selective service system,
unless the person presents proof of registration with the selective service
system or proof of exemption from registration with the selective service
system.  Provides that this section does not apply to a person employed by
a state agency before September 1, 1999, as long as the person's employment
is continuous. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
