DIGEST 

Currently, numerous environmental and health issues overlap in the
43-county border region of Texas. H.B. 565 would use more state research
and technology on environmental issues in the border region. 

PURPOSE

As proposed, H.B. 565 sets forth border regions applicable for state
research and technology funds for environmental issues. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.0821,
to define "border region." Requires the Texas Higher Education Coordinating
Board to encourage institutions of higher education and other entities
using state research or technology funds to apply those funds to
environmental issues in the border region to the extent consistent with the
authorized use of those funds. 

SECTION 2. Emergency clause.
           Effective date: upon passage.
