DIGEST 

Currently, a school district is not required to report the certification
status of teachers in the district. C.S.H.B. 618 provides that, if a course
is taught by an inappropriately certified or uncertified person for 30 or
more consecutive instructional days, the school district must at that time
notify in writing the parents of each student enrolled in the course. 

PURPOSE

As proposed, C.S.H.B. 618 requires a school district to provide parents
notice on inappropriately certified or uncertified teachers. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 21B, Education Code, by adding Section 21.057,
as follows: 

Sec. 21.057. PARENTAL NOTIFICATION.  Requires a school district to notify
the parents of each student in a classroom that their teacher is not
certified or is inappropriately certified as a teacher, if the teacher is
assigned for more than 30 consecutive days to the classroom. Requires the
superintendent to supply the notice by a certain date and to make certain
efforts to deliver the notice.  Defines "inappropriately certified or
uncertified teacher." 

SECTION 2.  Provides that this Act applies beginning with the 1999-2000
school year. 

SECTION 3.  Emergency clause.
  Effective date: upon passage.
