HBA-JRA H.B. 687 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 687 By: Bosse State Recreational Resources 3/8/1999 Introduced BACKGROUND AND PURPOSE Prior to the 74th Legislature, Texas residents over the age of sixty-five were not required to obtain a resident fishing license to fish in the state. After the passage of H.B. 1785 during the 75th Legislature, this statewide exemption was made available only to those persons born before September 1, 1930. H.B. 687 reinstates the fishing license exemption for residents over the age of sixty-five fishing in their county of residence or an adjacent county. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 46.002(a), Parks and Wildlife Code, to add to the list of people who are not required to get a license to fish, a resident who is at least 65 years old and is fishing in that person's county of residence or an adjacent county. Redesignates existing Subdivisions (2)-(4) to Subdivisions (3)-(5). SECTION 2. Emergency clause. Effective date: upon passage.
