SRC-ARR H.B. 794 76(R) BILL ANALYSIS Senate Research Center H.B. 794 76R3053 SKT-DBy: Zbranek (Bersen) Natural Resources 5/3/1999 Engrossed DIGEST The 75th Legislature created the Chambers County-Cedar Bayou Navigation District in order to improve the navigability of Cedar Bayou, which forms part of the boundary between Chambers and Harris counties. However, an error in the legal description included a residential subdivision in the district. H.B. 794 corrects this error and will reduce the district's size by approximately 220 acres. PURPOSE As proposed, H.B. 794 amends the boundaries of the Chambers County-Cedar Bayou Navigation District. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3, Chapter 589, Acts of the 75th Legislature, Regular Session, 1997, as follows: SECTION 3. BOUNDARIES. Requires the Chambers County-Cedar Bayou Navigation District (district) to include all territory contained within a certain area being approximately 8420 acres, rather than 8640 acres of land. Replaces the existing legal description of the territory to be included in the district with a new legal description. SECTION 2. Emergency clause. Effective date: upon passage.
