BACKGROUND AND PURPOSE 

The 75th Legislature enacted legislation creating the Chambers County-Cedar
Bayou Navigation District in order to improve the navigability of Cedar
Bayou, which forms part of the boundary between Chambers and Harris
Counties. However, by error, the legal description of the district included
a residential subdivision.  H.B. 794 corrects this error and reduces the
district's size by approximately 220 acres.  This bill does not change the
taxing structure or any of the district's methods of operation. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 3, Chapter 589, Acts of the 75th Legislature,
Regular Session, 1997, as follows: 

Sec.  3.  BOUNDARIES.  Replaces the existing legal description of the
territory to be included in the Chambers County-Cedar Bayou Navigation
District with a new legal description.  The new description covers 8420,
rather than 8640, acres of land situated wholly in Chambers County. 

SECTION 2.  Emergency clause.
                       Effective date: upon passage.
