DIGEST 

Currently, home health services provide physical therapy, social services,
dialysis, and nutritional counseling to certain individuals; however, blood
pressure monitoring and diabetes treatment services are not provided or
included.  H.B. 811 would redefine "home health service" to include blood
pressure monitoring and diabetes treatment. 

PURPOSE

As proposed, H.B. 811 redefines "home health service" to include blood
pressure monitoring and diabetes treatment. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 142.001(12), Health and Safety Code, to include
blood pressure monitoring and diabetes treatment as services which are
provided to a person receiving home health service. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
