DIGEST 

Currently, Prairie View A&M University possesses school records, artifacts,
and other memorabilia relating to the cultural history of African Americans
in Texas.  An institute at the university could study the lives and times
of African Americans in the state. H.B. 889 would establish the Institute
for Preservation of History and Culture at Prairie View A&M University. 

PURPOSE

As proposed, H.B. 889 establishes the Institute for Preservation of History
and Culture at Prairie View A&M University. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 87B, Education Code, by adding Section 87.106,
as follows: 

Sec. 87.106.  INSTITUTE FOR PRESERVATION OF HISTORY AND CULTURE. Requires
the board of regents of the Texas A&M University System to establish an
institute for the preservation of Texas and American history and culture
(institute) at Prairie View A&M University (university).  Provides that the
organization, control, and management of the institute is vested in the
board of regents, and that the employment of personnel and operating
budgets are subject to the board's approval.  Provides that an employee of
the institute is an employee of the university.  Sets forth the mission of
the institute, and authorizes the university to establish and operate a
museum and other programs that are consistent with the mission of the
institute. Authorizes the board of regents to solicit and accept gifts from
a public or private source for the benefit of the institute. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
