DIGEST 

Currently, vehicle registration must occur within five days after the
expiration of the vehicle's registration.  A person who maintains a vehicle
after the five days without renewing the registration commits an offense.
The five days, however, occur whether there is an available location open
to provide that service, such as holidays and weekends.  H.B. 924 would
allow five working days after the date that vehicle registration expires
before a person commits an offense. 

PURPOSE

As proposed, H.B. 924 allows five working days to renew a vehicle's
registration. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.407(a), Transportation Code, to provide that
a person commits a misdemeanor punishable by a fine not to exceed $200 for
operating a vehicle after the fifth working day, rather than the fifth day,
after the date the vehicle's registration expires. 

SECTION 2.Effective date: September 1, 1999.
  Makes application of this Act prospective.

SECTION 3.Emergency clause.
