SRC-PNG H.B. 953 76(R) BILL ANALYSIS Senate Research Center H.B. 953 By: Uher (Brown) State Affairs 5/12/1999 Engrossed DIGEST Currently, a student who is required to complete a driver education course to obtain a Class C license may be given approval by the Department of Public Safety (DPS) to learn how to drive under the instruction of a parent or legal guardian. The instructor must meet criteria laid down by DPS for conducting the driver education course. This bill would allow the stepparent, grandparent, and stepgrandparent of such a student to instruct the student in driver education, provided that all relevant guidelines have been met. PURPOSE As proposed, H.B. 953 authorizes the stepparent, grandparent, and step-grandparent of a student to instruct the student in driver education, provided that all relevant guidelines have been met. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 521.205(a), Transportation Code, to add the stepparent, grandparent, and step-grandparent of the student to the list of persons who may instruct a student who is required to complete a driver education course to obtain a Class C license under this section. Makes conforming and nonsubstantive changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
