HBA-KMH H.B. 1012 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1012 By: Lewis, Glenn Judicial Affairs 4/5/1999 Introduced BACKGROUND AND PURPOSE Currently, there is a perceived local need for new district courts in Tarrant County. Since 1985, no new urban district courts have been created in Texas. H.B. 1012 creates two new district courts in Tarrant County. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Sections 24.542 and 24.543, as follows: Sec. 24.542. 397TH JUDICIAL DISTRICT (TARRANT COUNTY). Provides that the 397th Judicial District is composed of Tarrant County. Requires the 397th District Court to give preference to criminal cases. Sec. 24.543. 398TH JUDICIAL DISTRICT (TARRANT COUNTY). Provides that the 398th Judicial District is composed of Tarrant County. Requires the 398th District Court to give preference to criminal cases. SECTION 2.Creates the 397th and 398th judicial districts. Effective date: September 1, 1999. SECTION 3. Emergency clause.
