DIGEST 

Currently, 101 counties and 396 cities in Texas do not participate in the
National Flood Insurance Program (NFIP).  Eligibility for participation
would require local governments to adopt ordinances or orders, to
administer inspection and enforcement, and to designate a floodplain
administrator.  H.B. 1018 requires the adoption of ordinances or orders
necessary by the governing body of each city and county for participation
in NFIP. 

PURPOSE

As proposed, H.B. 1018 requires the adoption of ordinances or orders
necessary for participation in the National Flood Insurance Program. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 16I, Water Code, by adding Section 16.3145, as
follows: 

Sec.  16.3145.  NATIONAL FLOOD INSURANCE PROGRAM ORDERS OR ORDINANCES.
Requires the governing body of each city and county to adopt ordinances or
orders necessary to qualify for participation in the National Flood
Insurance Program. 

SECTION 2.Requires the adoption of ordinances or orders by January 1, 2001.

SECTION 3.  Emergency clause.
  Effective date:  upon passage.
