DIGEST 

Currently, road tractors, truck tractors, pole trailers, and semitrailers
are allowed to park in residential neighborhoods in counties with a certain
minimum population.  Because of their unsightliness, risk to citizens
caused by possible obstruction for emergency vehicles, and risks posed by
their potentially toxic loads on roadways, H.B. 370 was passed last session
which restricted the parking of certain trucks in neighborhoods.  However,
this bill did not include the provision to restrict the parking of other
commercial trailers which cause similar disturbances for citizens.  To
complete the intended effect of H.B. 370 from the 75th legislative session,
H.B. 1024 redefines "commercial motor vehicle." 

PURPOSE

As proposed, H.B. 1024 redefines "commercial motor vehicle."

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 545.307(a)(1), Transportation Code, to redefine
"commercial motor vehicle" to mean a road tractor, truck tractor, pole
trailer, or semitrailer, as defined by Section 541.201, Transportation
Code.  Makes a nonsubstantive change. 

SECTION 2.  Makes application of this Act prospective.

SECTION 3.  Effective date:  September 1, 1999.

SECTION 4.  Emergency clause.
