DIGEST 

Currently, the Texas State Technical College in Marshall, Texas operates as
an extension center of the Texas State Technical College System.  This bill
would designate the facility as a self-standing campus with the ability to
grant associate degrees and participate in the Higher Education Assistance
Fund.   

PURPOSE

As proposed, H.B. 1049 designates the Texas State Technical College System
extension center in the city of Marshall as a campus of the system. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 135.02(a), Education Code, as amended by Section
3, Chapter 359, Acts of the 73rd Legislature, Regular Session, 1993, to
include a campus, rather than an extension center, located in the city of
Marshall in Harrison County in the composition of the Texas State Technical
College System.   

SECTION 2. Amends Section 62.021(a), Education Code, to provide that
certain funds are allocated to the Texas State Technical College System
Administration and its component campus, Texas State Technical
College-Marshall. 

SECTION 3. Repealers: Sections 135.02(d) and (e), Education Code (regarding
a Texas State Technical Institute extension in Marshall, Texas). 

SECTION 4. Effective date: September 1, 1999.

SECTION 5. Emergency clause.
