DIGEST 

Currently, disabled veterans whose vehicles have a special license plate
advertising their status as a "Disabled Vet" are required to additionally
apply for a blue placard to park in spots designated for a person with
physical disabilities.  H.B. 1070 eliminates this repetitive requirement by
allowing a disabled veteran whose vehicle has the special license plate to
park in certain locations designated for persons with physical
disabilities.  

PURPOSE

As proposed, H.B. 1070 eliminates a repetitive permit requirement by
allowing a disabled veteran whose vehicle has a special license plate to
park in certain locations designated for persons with physical
disabilities.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 681.008, Transportation Code, to set forth
provisions for parking privileges for persons with physical disabilities.
Provides that this section does not permit a vehicle to be parked at a time
or a place where parking is prohibited.  Makes conforming changes. 

SECTION 2.  Amends Sections 681.011(a) and (b), Transportation Code, to
create an offense for a person who parks a vehicle with a license plate
issued under Section 502.254, Transportation Code, in a certain location.
Makes conforming changes. 

SECTION 3.  Effective date:  September 1, 1999.

SECTION 4.  Emergency clause.
