DIGEST 

Currently, Section 545.325(b)(2), Transportation Code, allows trailers used
for agricultural purposes and for transporting boats to travel at 70 miles
per hour, while trailers used for transporting motorcycles may be towed at
60 miles per hour.  H.B. 1075 would raise the speed limit for towing
motorcycles to 70 miles per hour. 

PURPOSE

As proposed, H.B. 1075 raises the speed limit for towing motorcycles to 70
miles per hour. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 545.352(b), Transportation Code, to make lawful,
a passenger car or light towing of a trailer or semitrailer used  primarily
to transport a motorcycle, traveling at a speed of 70 miles per hour in
daytime and 65 miles per hour in nighttime.  Makes lawful a trailer used
primarily to transport dogs to travel a certain speed.  Makes conforming
changes. 

SECTION 2.  Effective date: September 1, 1999.
  Makes application of this Act prospective.

SECTION 3.  Emergency clause.
