BACKGROUND AND PURPOSE

Prior to the 76th Legislature, fire fighters and police officers (officers)
who have been suspended and have had the suspension time period reduced by
the Fire Fighters' and Police Officers' Civil Service Commission
(commission) were entitled to full compensation for time lost. However,
the law did not specifically entitle the officer to restoration of, or
credit for benefits such as sick leave, vacation time, and service credit
in retirement systems. H.B. 1078 entitles an officer whose suspension has
been reduced by the commission to the restoration of, or credit for
benefits such as sick leave, vacation time, and service credit in
retirement systems.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
