DIGEST 

Currently, thousands of juvenile cases are filed each year with the 16
justice courts of Harris County. There has been an informal agreement over
the last two years among the three juvenile district courts and the 16
justice courts on how to distribute cases.  With the heavy caseload of
juvenile criminal cases, it would be more efficient to include a justice of
the peace on the Harris County juvenile board.  This bill would include a
justice of the peace on the Harris County juvenile board, thereby
formalizing the relationship between the district courts and the justice
courts. 

PURPOSE

As proposed, H.B. 1082 includes a justice of the peace on the Harris County
juvenile board, thereby formalizing the relationship between the district
courts and the justice courts. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 152.1071(a), Human Resources Code, by adding to
the composition of the Harris County juvenile board a justice of the peace
from Harris County selected by a majority vote of all of the justices of
the peace in the county. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
