DIGEST 

Currently, Texas law only allows cities with a population greater than
150,000 to contract for the enforcement of warrants and delinquent traffic
violations.  H.B. 1100 would eliminate this limitation 
and extend the law to all home-rule municipalities.

PURPOSE

As proposed, H.B. 1100 eliminates the population requirement for contracts
to enforce warrants and delinquent traffic violations and extends the law
to all home-rule municipalities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 702.002, Transportation Code, to delete text
regarding a population of 150,000 or more. 

SECTION 2. Emergency clause.
           Effective date: upon passage.
