HBA-DMD, PDH H.B. 1100 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1100 By: Tillery Public Safety 7/27/1999 Enrolled BACKGROUND AND PURPOSE Prior to the 76th Legislature, state law only allowed cities with a population greater than 150,000 to contract for the enforcement of warrants and delinquent traffic violations. H.B. 1100 eliminates this limitation and extends the law to all home-rule municipalities. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 702.002, Transportation Code, to delete the provision stating that a home-rule municipality must have a population of 150,000 or more for Chapter 702 (Contracts for Enforcement of Certain Arrest Warrants), Transportation Code, to apply. SECTION 2.Emergency clause. Effective date: upon passage.
