DIGEST 

Currently, a court must maintain separate files for all civil actions filed
with the court in order to comply with confidentiality requirements.  H.B.
1141 specifies the venues of a civil action for which certain individuals'
personal information must be provided to a clerk, and repeals a certain
confidentiality requirement. 

PURPOSE

As proposed, H.B. 1141 specifies the venues of a civil action for which
certain individuals' personal information must be provided to a clerk. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 30.015(a), Civil Practice and Remedies Code, to
specify the venue of a civil action for which certain individuals' personal
information must be provided to a clerk. 

SECTION 2.  Repealer: Section 30.015(g), Civil Practice and Remedies Code
(regarding confidential information). 

SECTION 3.  Effective date:  September 1, 1999.
  Makes application of this Act prospective.

SECTION 4.  Emergency clause.
